Nonexistent Physiology and Non-physical interaction

So, I was reading through this thread and came here to ask. Do we assume that people who has Non Physical Interaction can harm nonexistents (Type 1) by default? Or do you need feats for it?

Lets say, some character can kill ghosts but he has only killed that kind of non corporeal through the whole series. Do we assume that said character can harm nonexistents too?
 
A character needs NPI feats for it. As the person who made, I will say Non-Physical Interaction was always limited by feats. So, the answers for the hypothetical case would be no, Oblivion Of The Endless
