What if somebody were to use rudeness itself as an element in their attacks? Would that be Elemental Manipulation or Concept Manipulation or what?

If someone were throwing the literal concept of rudeness at you as an attack, it would be Conceptual Manip.
Otherwise, i'm not sure, it depends on what the power does, i guess, it might just be something else with a strange activation requirement.

It's a regular attack but it uses rudeness as an element.

Manipulating concepts without altering reality isn't considered Conceptual Manipulation here so that's already a no on the concept manip. Even apart from that, the element was just named rudeness and didn't actually show any signs of being abstract in nature.
I think listing it as Energy Projection would be best.
