What does Nobunaga normally start with?
Edit: Never mind I just noticed Nobunaga has Abstract Existence. Laharl can't interact with Abstract beings.

I wouldn't be so fast to draw conclusions.
If Laharl can interact with some aspect of Nobunaga as a concept, he/she should be able to have a semblance of fight with her. No matter how much he/she will be outmatched.
For example:
Did Laharl unify the world?
Is he/she recognized as a powerful/great ruler by his underlings?
Does he/she enjoy global fame?
...Something like that.
If Laharl can interact with some aspect of Nobunaga as a concept, he/she should be able to have a semblance of fight with her. No matter how much he/she will be outmatched.
For example:
Did Laharl unify the world?
Is he/she recognized as a powerful/great ruler by his underlings?
Does he/she enjoy global fame?
...Something like that.

well if that is the case Laharl does fit all those examples.
He has his netherworld unify under him as of Disgaea D2
After Beating Baal, Laharl's underlings see him as stronger then his Father. Who was the Strongest ruler their Netherworld had seen until that point.
and Laharl did have over 30 parades in a single day. just to Celebrate his netherworldstarted seeing him as their true overlord.
Though how high into 2-A is Nodunaga? Since Laharl is above Restricted Pram, Who sees Baseline 2-As as playthings.
