My idea was that putting this fight in close enough range would allow Koku to use phantom world to blitz Gorgon.

AP difference is a bit meh, skilled enough Marvel characters can easily bypass that via skill alone.

Yeah, he can predict his movement and all, cool stuff... but analytical prediction is tuesday for street level marvel characters, they can do even crazier stuff than that and more. And that's not even talking about how all Gorgon needs to do is wink at him, something I believe his Information Analysis cannot tell him with this explanation alone.
