Given that Toriel is kinda skeptical when it comes to fighting in general. So if she isn't already aware of Nicole's fighting ability. Nicole could just combo her.
Toriel definitely could deal some damage at further ranges. But Nicole's general hand to hand combat skill probably gives her the win? Assuming they're like, 10 meters away
