In the latest episode Goku turns into a Super Saiyan/Super Saiyan 2 against Zamasu. Gowasu comments on Goku's power being a rival to the God of Destruction.
Which makes sense because Super Saiyan Goku gave Beerus a good fight in the BoG arc.
Black, Magetta, Super Saiyan Cabba and to a lesser extent Frost were all comparable to that Super Saiyan level. So all of those guys should be in Tier 3-C like how Super Saiyan God was or at least 4-A.
They also said that turning Super Saiyan still makes him dozens of times stronger so their base power doesn't appear to be even close to Super Saiyan God level but it is still above SSJ3 Gotenks level as we saw.
