If Senku has enough prep time and intel to fight him (week or something) then he'll most likely make something like very resistant to fire, rocket launchers, poison inducing weapon (which Shinra DOESN'T have resistance to) and even more useful things. Maybe he even could make a plan that throws 8-A explosions. With enough prep, I vote for Senku. But one problem - does Shinra have his time stop in this key?

Idk if he uses it in character at this key (I think it's BoS) but if he does he still doesn't have flight. And if Senku has major intel on his abilities, he will definitely make something that can avoid them. He has full knowledge of human evolution after all.

OP needs to specify how long is Senku's prep time. I'm sure that Senku within month/2 could fight even Low Tier 7 characters.
