Would a character who can interact with NEP Type 1 be also able to interact with NEP Type 3? Or, vice versa: would a character who can interact with NEP Type 3 be also able to interact with NEP Type 1? And why?

You can interact with NEP Nature Type 3 normally without the need of having required feat of interacting with Nature Type 1 or Type 2. Nature Type 3 do not require feat, everyone can interact with it

Characters still exist, but paradoxically behave as if they don't when attacked. Equivalently, characters qualify which don't exist but behave as if they do in some aspect other than their interaction with attacks and abilities. To qualify for this type, a character needs to be stated to be immune to manipulations of the aspects they are nonexistent in due to their nonexistence. An example of that would be a character who is able to think, and hence has a mind, but is stated to be immune to regular mind manipulation as said mind is paradoxically nonexistent in nature. The character doesn't necessarily behave exclusively nonexistent in regard to attacks, but that is the only requirement necessary to gain this type. In terms of binary, where existence is 1 and nonexistence is 0, this would be part 0 and part 1 simultaneously.
 
The concept of NEP Type 3 is very specific. For instance, if a character's soul is described as void, it cannot be affected by soul manipulation. However, if the character is still able to use their soul to possess others, this creates a paradox.

A void soul should not logically be able to possess someone, implying that their soul is partially existent in some aspects while non-existent in others. This also suggests that they may be interactable through certain methods but not others. Ultimately, if one can interact with NEP Type 1, they can generally interact with Type 3, as they are able to affect both the existent and non-existent aspects.

They are part nonexistent and part existent, so they can be interacted normally, this is heavilty specific thus require the verse to elaborate, by default however they can be interacted without requiring feat, because they are in fact still existing
The very definition is that they act as non-existent when attacked, so they cannot be interacted in NEP 3. Otherwise makes NEP 3 uselesss and not notable at all.
