Basically character A has type 1 concept hax, has no feats of interacting with NEP 2 aspect 2 is fighting B who has nonexistent physiology type 2 aspect 2. However, character B is a type 2 concept.
can character A interact with B?

If that guy is pure nonexistence then i think also no

All ability need a proof for affect anything beyond it common/default thing it can affect. Basically the CM 1 or any ability need to prove if it can control a nothingness that lack of nothingness it self (yeah by default all ability just work on existence even just a physical existence)
