He damn near speed blitzed Madara, almost killed Madara, cut the god tree in half, brought guy back and kicked a TSB back before it hit guy.

What do you mean? He had the powers activated, you can see it in his eyes. The only different is that he didn't have a cloak on.

Base form is when he isn't using his powers, that's literally what it means. That isnt his base form since he doesnt look like that when he initially faces off against sasuke in the valley of the end. Also be doesnt have those eyes in the "Last" movie either or in the Boruto manga. It isnt a base form, he was using his SOSP power.
