Naruto vs Fiamma of the Right

Taking it as the majority of the site treats Fiamma, pretty sure he solos the verse by teleporting to the other side of the planet before his arm adjusts to his opponents level and slaps.
Taking it as some people have been criticizing it as, it likely doesn't do that, and Naruto could possibly reflect it away.
Issue is this Fiamma is so incredibly vague it's hard to use in matches

Fiamma's HR doesn't use destructive power and can completely ignore distance if needed. Its just "the power to reach the best outcome". It can simply destroy the target withou any projectile or AP, just the fact that "it has the power to destroy the target". Reactive Power Level
