It was later attributed to WK.An addition to Isshiki's data made the Juubi divert from that normal transformation into a humanoid form. This was attributed to Code specifically.
Claw grimes separated the chunks. The evolution was stated to be caused by WK.The creation of Grimes came from Code's Claw Mark, so I believe it's specific to that ability. It's reasonable that Code has no control over this ability.
