I'd say the latter.
Sasuke's dojutsu weren't diminished in any form and even if Kurama's reserves were to have been drained by 50%, it wouldn't make him half as strong as we saw him never get exhausted till he was almost completely out of energy multiple times during the war. And it'd also make no sense for Naruto to be twice as strong as the Sasuke that's supposed to be as equal to him.

It would make him half as strong, he was getting weaker in the war arc while losing chakra just cause he wasn't completely exhausted doesn't mean he was at full power 💀
Chakra amount has literally been shown and proven multiple times in the show to affect your strength speed reactions etc

We've also seen shinobi be unaffected in their performance till their chakra threshold drops to a certain amount, e.g.: Tsunade and her seal, Naruto and his cloak, Uchiha and their dojutsu, etc
Full chakra would affect how long they could fight or how many techniques they could use, which shouldn't matter since it was a short fight where they barely relied on ninjutsu.

At least Super introduced Whis and Beerus. It also has introduced interesting concepts but the execution lacks at times... Boruto on the other hand is beyond bad...

True! Samurai 8 was unique and fun to read and showed Kishimoto is knowledgeable about stuff and can actually make new ideas. Sad it got axed and wasn't just put in jump+ or else where. Boruto is/has been basically unrevivable and only ever talked about when some animation is good which is actually sad when you think about it.

I wonder if kishimoto had been allowed to finish his series with 10 volumes, maybe in the end boruto wouldn't be as bad as he is now.

Yeah I think it wouldve built a nice fanbase and an anime wouldve definitely have made it popular in america

Nah but the most we can get them to right now is 6-B since thats where the first incomplete Juubi was at, If regular ninja take em on then the verse gets upgraded to 6-B which is still a whole tier below the god tiers.
But even if some do press the high tier characters you can just say those ones are stronger than the other ones that are fighting.

Like I was kind of defending Boruto all the way through Kara but this new arc has just been so ass so far
