Low 5-B only with Bajrang Gun. The weakest Low 5-Bs in Narutoverse are actually Low 5-B+.

Neat but that doesn't really change my point that in a canon source Base Koji is definitively Low 5-B, and so him being that general level in the manga isn't inconsistent with anything. It's also not like his 6-C feats are antifeats as he's never shown struggling (except against Kakashi, who is unquantifiably and greatly above his WA self)
