It doesn't happen significantly in all cases, thus the reason I said, "doesn't necessarily". Nor is it actually "rare" to not have significant physical changes from 10-13.

She really didn't outside of Clothes and Hair. Ikemoto draws her closer to how she looked, age wise, in the anime is all. Boruto went from 12 to 15/16, which is where significant physical changes happen for boys. Kawaki was bare minimum 14, now being 17/18, which is again, age ranges for significant growth in Boys.
