because now you dont have to only have a way out of a seperate dimension but you need to be able to move in stopped time

Basically, there is a parallel dimension where time does not flow. Isshiki had access to it through Sukunahikona, which shrunk things, the things he shrunk he sent to that dimension. But he couldn't shrink living beings, so the technique was useless against opponents, but Kawaki combines the dimensional portal + Dojutsu and with a look he sends people to that dimension. This means that the dimension can be reached with a dimensional portal, and apparently Isshiki never had the genius idea to do that, the guy didn't know how to use his powers..

But there is a way to counter this, which is reacting to the portal itself, it's not instantaneous, We saw that the times Naruto was caught in the portal he even had a reaction but he couldn't physically escape, but if the character has a instantaneous teleport, absorb or nullify that works against the portal, it is possible not to get caught. Boruto did this in the new chapter, he absorbed the portal that Kawaki tried to use on him.

i mean, characters with bfr resistors won't really go into that dimension because they will have resistors. if it doesn't get to that size, the problem is cleared

That's what Abdul (reliable leaker) said. Kawaki tells Boruto he doesn't have to worry about his parents because he sent them to a dimension where time does not flow, so they will not grow old or starve.

No reason to believe Isshiki can't do the same. Whatever Kawaki does with that eye, Isshiki can replicate.

Isshiki never used it despite being in situations were he should have. Or maybe because he was using jigens body and couldn't use it it's fullest extent

For one shotting Naruto? Granted, he could have done that in other ways if he wasnt jobbing.
Expecting this to be one of a few abilities that Kawaki will asspull and Isshiki didnt have. The others will probably be explained by making them too difficult to use in Isshikis decaying body, but this seems to just be using the basic Karma rift to send things to the time stop dimension, so that excuse doesnt work.

As Jigen, he didn't have the eye for long-range BFR.
As Isshiki, his time was short and his goal was to plant karma in Kawaki quickly. Initially, wanted to get info about Kawaki from Naruto and Sasuke. Then, changed his mind and was determined to kill them and then bring their dead bodies back to Konoha to scare the people to give him info about Kawaki.
Sending them to Daikokuten, though a one-shot, does not kill them.
And against Koji, Isshiki was determined to show Koji the difference in their power.

Because Nagato is literally using Madara's eyes, kawaki isnt literally using Ishikki's eyes, his using Ishikki genetic Information stored within the Karma to access his powers

What's Sasuke's and other rinnegan users' excuse?
Karma bestows you the powers and the experience of the parent Otsutsuki. That is how Kawaki knows how to use those abilities without training.
There is no new ability created. And that would be absurd given Isshiki is still more powerful than Kawaki.
It's not like Isshiki never had access to the time-stop dimension.
