I just reread the immortal Duo Arc and in Ichiraku, when Kakashi says Naruto surpassed him, the context is in his ability to wield FRS.
More directly, after Naruto lands FRS on Kakuzu, he thinks to himself that Naruto’s Wit + ability to wield Jutsu like FRS is what may make Naruto to have surpassed him. Even then, that was Kn0 Naruto who fought Kakuzu, so…. Base Naruto gains nothing from that bout or statement

I think the statement is generally good enough to establish they're comparable. As for the kyubi amp, it was overall probably the smallest kyubi amp in the series given it only made his eyes red and nothing else + Naruto was already tired (I think he just came back from training?). All things that I think Kakashi considered when talking about Narutos level

Except when we actually look at the entire context, the statement is birthed out of Kakashi witnessing Naruto’s fight with Kakuzu, in which Kakashi states his wit and ability to command FRS level jutsu makes him =>.
And in that fight, Kakashi only witnessed Naruto’s Wit + Kn0 + FRS. So, yes, Base Naruto gets no benefit, especially if he’s looking at the overall picture. Naruto has Access to Kyuubi Chakra at will & FRS with keen Combat Intellect.
Again, Base Naruto gets no benefit from that.

The issue here is that when Kakashi sees the rasen shuriken he thinks Naruto outright surpassed him. But when he finds out Naruto is not allowed to use it because it's incomplete, he changes his opinion to them being relative.
That doesn't even remotely go against any of what we said.
Yeah Narutos wits which he had in base, rasen shuriken which is only a finisher move (and a weaker one than Kakashis at that), and Kn0 which I already addressed.
That's a completely baseless assumption. Kakashi has the sharingan so he should be able to tell how strong Naruto is normally without any fatigue or unusual kyubi amps + like I said, this was the world's smallest kyubi amp trying to balance out fatigue from training. Even if you think Kakashi was referring to that form, he'd be comparing it to his own peak (chidori + MS) meaning Naruto should still be at least comparable base to base

Not quite. As stated, the more Kyuubi Chakra Naruto uses, the more Kyuubi characteristics he gains. This means the smallest we’ve seen is what he did against Neji, which in of itself is a Gates level Amp. This Kn0 Naruto (While not the same extent as what he did against Haku, Kimimaro & Sasuke given they have greater Kyuubi Characteristics), is still greater an amp than against Neji.
To an unknown degree, yes, but still enough to attempt FRS 3 times in a row and combo with Yamato.
If that’s the case, and Kakashi is taking into consideration:
- Base Naruto
- Naruto’s Combat Int.
- Access to Gate Level Amps at Will via Kyuubi Chakra
- FRS

He also witnessed Naruto's speed and chakra, and his intellect + FRS being factors are totally fine, he has those in base. The KM0 amp isn't a multiplier, it's not gonna be the same level for CE Naruto and AS Naruto.

Actually no. This is the full scan. Kakashi is still focused on Naruto’s usage of FRS, in regard to the context of the conversation. So the Ban has nothing to do with his assessment.
You’re trying to make Base Naruto = to This Kakashi by downplaying the FRS Factor and Kn0 Factor. Sure, is Combat Int. Is the same regardless of form.

Baseless? How so? Kakashi has already fought Base Naruto several arcs before this one. His statement is birthed out of seeing Naruto’s efforts against Kakuzu, where the factors are Kn0 + Wit + FRS. He wasn’t questioning if Naruto was on par or had surpassed him until after witnessing this.
I think before you call something “baseless”, you should understand what “baseless” means, because nothing I said is “baseless” in the slightest. You can disagree with it, but it’s not “baseless”.
You’re correct, he does have the Sharingan. When Naruto steps up to fight Kakuzu, Kakashi see’s him use a Kyuubi Amp at will, off bat. From there he see’s Naruto’s Combat IQ against Kakuzu & FRS capabilities, which THEN causes him to question Naruto being => Him.
The fact he has the Sharingan actually HURTS your argument.
Let me ask, is Base Naruto doing anything he did in this fight to Kakuzu w/o Kn0? Is he keeping up with Kakuzu?
Bc at best, we know “Base” Naruto is only capable of fighting a holding back Kakashi enough to evaluate that his Taijutsu & Sharingan Usage is better than Pt. 1 Lee & Sasuke, even then, he had back-up from Sakura.

Yeah, and before he even engaged Kakuzu, he did what? Utilized Kn0. So the engagement Kakashi “witnessed” was a Kyuubi amped Naruto vs Kakuzu. That’s the point.
The FRS was Kyuubi amped, so not quite 1:1.
Sure, and if you look back at all my statements, I personally haven’t stated what the amp would be, just that it IS an amp. And since you’re replying to my response to David, I will say he said it was probably the weakest usage of Kyuubi Chakra we’ve seen. My response to him was no, it was what he did against Neji. And THAT was a Gates level amp.
Now you can argue CE Naruto =\= BoShippuden Naruto and thus Kyuubi Chakra would be “less” of an amp for him than in Part 1, and I’d agree, although “I” am not the one trying to quantify it beyond simply stating it is an amp. It is “baseless” to say how much the amp is or not in part 2, which is “why” I never quantified it.
But it wouldn’t be “insignificant” either way.
