Things to do:
- 8-A scaling.
- Fix the Tails scaling. [7-A. High 7-A+ with bijudama if recall], it could possibly affect Hashirama and Madara.
- Fix the Juubi scaling. [Dodonova Juubi Tenpechi]
- Make Rinnegan Obito 7-C physically from Kakashi and 7-B+ with Jutsus because he hurt Naruto.
- Physically scale Madara and Hashirama to at least 7-C from Tobirama.
- Fu, Kankuro and Kidomaru pages needs help.

Madara Uchiha should be "at least 7-C" physically and with Katons since his katon could match Obito's. This would scale to Hashirama Senju physically since he is stronger than Madara.

It doesn't scale physically. At best all Naruto characters can have a possibly higher rating with Chakra control being the reasoning, but jutsu AP or whatever shouldn't scale.

Juubi is going to be a big point of Contention for scaling. Feats and statements would put BSM Naruto at only 2x weaker than SM Hashirama....who is portrayed >= the Buff Incomplete Juubi which is stronger than Tenpenchii Juubi...just saying.
At this point with Biju and Biju Level characters, we're going to have to decide to stick with calcs and ditch scaling, or vise versa. Because, there is no way to maintain both without it being faulty reasoning that in the end ignores one or the other.
