Because, the implication is that naruto should've been much more stronger, in gaiden he's 'weaker' or lesser skilled. Hell, in boruto he needs to Merged with sasuke to fight kinshiki instead of manhandling him, as the last would logically imply.

• Naruto was "Rusty" in Gaiden due to Peace time and sitting on his ass, not "weaker" or "Less Skilled", lol.

In Boruto, he was drained and not at 100% to be fair when he fought Momoshiki, and he still clapped his cheeks.

The shame can be said from contact with tobi, dying, fighting sasuke. He still manages small planet level, with ease. Although, he did get kurama switched, (I can't remember how that actually happened, I remember all the the hype, tension and screaming at the world greatest failure of a medic anywhere.) then again, sasuke got no such recharge, and he fought Kabuto before joining naruto, so about equal chakra expenditure.
