It's because characters' can't jump tiers with blitzing or stomping each other each other. Feats/statements and multipliers that make sense are required.

We know god-tiers can casually blitz any non god-tier.

In the Sakura Novel the main villain Kido transforms into a V2 Tailed Beast Cloak once this happens we learn he becomes orders of magnitude stronger (specifically several orders of magnitude) and faster (Tailed Beast Chakra has always effected speed as well and his Jutsu's speed was amped etc.).

That would scale to all chakra cloak users and thus would scale to Itachi who scales from KCM Naruto so my point still stands.
