Nami should get "at least massively hypersonic+" with lightning after Skypiea (enies lobby and above) because her attack speed is blatantly stated to be far superior than before.

EDIT: In fact, rereading it, it seems like she is referring to the size of the cloud and the speed at which it is forming, due to the previous page.
