If you rewatch the clip, Nine notes that Deku’s power is strong because he suddenly “got stronger” than before. Imagine if Nine could amplify his already insanely strong quirks with OFA. He didn’t necessarily note that 20% was impressive (or that it was even noteworthy), he only noted on the power increaseIDK. Nine should be physically strong, but he wanted 20% because it was so powerful. Seems weird that he can casually overpower 20% in that case.
I left a comment there, the calc itself is fine but the format needs some fixing.

Well there are two craters made from Izuku's kick, measuring the second larger one gives higher results. Still Class G, but much higher.
Both of these craters come from the same single kick that crushes the ground. Physics didn't change between them, so I think this should work.
