With his statements, he might scale above Weakened All Might by an unknown amount. That's pretty much it.

Dark Might gets boosted several times through out the movie.

Anna's Quirk seems to not do much after the first boost. He really wasn't getting all that stronger like the movie wants you to believe.

Also according to Guilo a quirk boosted by Out of Control Anna can destroy the world. And Anna does go out of control in the finale. So we pushing this agenda or not ?
