And rewinding time is causality, so I don't know. This is just further confirmation that her power is rewinding people or a single part of that person. Not biological manipulation that fakes rewinding. She is actually returning something or someone to a previous state.

She can just choose to affect the person as a whole, or a single part of them.
 
Calcs for "frozen time" require a statement as far as I'm aware.

Sometimes even something like "time seems frozen" or that nothing moves is stated. Often these kinds of statements are hyperbole. However, should that not be the case one may assume that the apparent speed of the reference object is less than or equal to 0.013 m/s, as that's the standard speed of garden snails, animals that move so slowly that they appear to be frozen in our perspective.
 
Here is the feat in the manga. The same scene, just that in the manga you can't really tell if she moved that distance while they're frozen or can't react to her. Though the first two people she touched are without a doubt being blitzed by her, the other group of people is harder to tell.

But the anime has them like that even before she reaches them, so it showing her blitzing all of them.

Feel like the distance is inflated, might try this myself.
 
In the manga, the followers all appear to react to being touched, and Himiko was experiencing a burst of adrenaline during this scene, meaning this feat may not even scale to her normal statistics, all things considered.
We don't know if they're reacting to being touched, they could be reacting to where she used to be.

None of them are looking at her, and some are looking and aiming at where she was before.

The anime version of the scene has them in those positions before she even got there.

We can’t tell if they all reacted to being touched: they could have been in that position beforehand like the anime shows it, or they could have been reacting to where she was previously. Not enough evidence

Plus after a quirk awakening people get faster and stronger in general: this wouldn’t scale to Toga’s first key but it would scale to her later ones
 
Ignoring any calcs and just answering.

No. We need a solid reason to scale, him being the leader doesn't mean he should be faster than her. It isn't like Toga is known for being the slowest of the group or Shigaraki is known for being faster than all of them.

I don’t think he really used any that could cause permanent damage doesnt seem like something he’d do, at TOP 30%.
 
He said Iida is built for speed, which is more like him saying he can handle this level of speed better than himself. Not that Iida is faster than him. This is actually kind of him saying Iida is more durable than him. Since another translation mentions Iida is the only one with a body to handle this level of speed besides Izuku.

Though it clearly bothers Iida a lot more than it does Izuku. The outpacing line is Iida to Izuku.
