Since the new change in policy on tier 0 characters, is it possible for there be multiple tier 0 characters in the same fictional setting?

I would assume yes. Considering Chulthu Mythos, DC Comics, Umineko , and Daimao has multiple in the same verse.

Yes. Two at most right now, usually with one being "above" the other, but both sharing some sort of major importance.
