I think that deadshot is probably the better marksman. He has a pretty solid feat in Arkham origins where he bounces a bullet that takes out a helicopter iirc. Although I don't know who's better between him and Green Arrow.

What about Marvel? Hawkeye's probably the best?
 
The real life Simo Hayha can easily take a spot imo.

Can no scope camouflaged soldiers from kilometres away in the middle of blizzards (using a modified scopeless Mosin Nagant variant). Inspired such terror in the enemy army that any scouting squads would immediately try to flee the area if there were rumours of him being in the region. Enemy armies actively avoided direct confrontations with him and used long distance artillery on the terrain in the hopes of getting lucky and hitting him somehow (which they only eventually managed to do even though they were extremely liberal with the use of artillery). Was a master of stealth, managing to become one with the snow of the mountains he made his nests in. Was such a stickler for stealth that he kept snow in his mouth all the time in order to prevent breath vapour. Is by and far regarded as the greatest marksman in human history with over 500 confirmed kills over just two years. Fittingly nicknamed the "White Death" by the Soviets.
