More Scary Stories to Tell in the Dark: Clinkity-Clink Revision

I'm gonna make this short; The current profile for the old lady (the antagonist of the story Clinkity-Clink) is off. The tier doesn't seem right with the feat, there is a lack of scans and various powers need explanations, all of which this rewrite is going to fix.

Note: In regards to the LS part (Class 1 to Class 5 via breaking chains), I asked in The Lad Forge (an unofficial server for VSBW, it is basically Vs Central 2) how strong breaking chains would be as a Lifting Strength feat, I was told that it tended to fall in that range of strength by the Judge Dredd woman so I decided to roll with it for this rewrite.

Alright. Gonna go off the same logic (that Zark2099/The Impress told me) with my last CRT, that being that if an admin says a CRT is good enough, it is alright to add so I'm gonna go ahead and apply the CRT, it is nothing but a straight up quality improvement for the page anyway so I doubt this is controversial.
