The Evidence:
This CRT doesn't really change much but is important to clarify and reconfirm Xeno's tier with better evidence from Monster Hunter: World's ecology book.
Specifically, these pages and this page in particular.
In the World ecology book, we have the following quotes:
One other possibility is that Xeno only absorbed a fraction of Zorah's bioenergy, and that was enough to push it over the threshold. However, the wording of "unprecedented release of energy" implies that Xeno's awakening was contingent on an unusually massive influx of energy, which doesn't really gel with being pushed over the threshold just by leftover scraps of bioenergy. Plus, it had already absorbed the bioenergy of several elder dragons from the previous Crossings (i.e. Kushala Daora), each of whom are each just under a fifth of Zorah's tier (Small Country level), and it's implied to have been draining the Everstream of elder dragon energy over "countless years" i.e. more than just four monsters over four decades.
Another possibility is that, sensing but not absorbing the explosive release of energy off the coast of the continent, the Xeno'jiiva awoke to try and steal it, but since Xeno'jiiva didn't seem to immediately attempt to leave upon awakening and instead appeared to be curious about the world around it, this doesn't seem to be the case.
Bioenergy = Xeno AP:
Given how Zorah's bioenergy was about to explode a continent, we can safely assume this bioenergy translates into Xeno's AP, but we have something better...
Given that it is very likely that Xeno's meddling caused the Elder Crossing to accelerate, we can safely assume that Xeno'jiiva has definitively absorbed the bioenergy of at least five elder dragons: two Kushala Daoras, a Teostra, a Kirin, and a Zorah Magdaros. Adding up their AP in total gives us ~1.6e22 Joules or 3.82 Teratons of TNT, Small Country level.
To clarify another point:
Safi'jiiva scales the Dangerous First-Class Monsters above Xeno'jiiva
Safi'jiiva is the matured form of Xeno'jiiva. It was so dangerous as to warrant only performing reconnaissance rather than slaying it on first encounter and the Commission members retreating when initially witnessed. Furthermore, its Sapphire of the Emperor was an attack so far beyond what anyone else had witnessed in the Commission's history that the Admiral was fairly certain that no creature could survive a hit from it, even hunters who could tank any of Xeno'jiiva, Velkhana, Namielle, and Shara Ishvalda's attacks. Therefore, Safi'jiiva scales above Xeno'jiiva.
This page in the Iceborne ecology book, as translated here, explains that on a meta level Safi'jiiva was explicitly defined to be an equal and rival to Fatalis. It's also mentioned in the same book that Fatalis likely awoke in reaction to Safi'jiiva's emergence, so it's pretty obvious that Fatalis and Safi'jiiva are meant to scale to each other. Alatreon scales likewise, given how the Field Team Leader was unsure about who would win between the two of them. Dire Miralis scales to other Dangerous First-Class Monsters, yada yada.
TL;DR:
Xeno'jiiva scales its AP to the amount of bioenergy it has absorbed.
Xeno'jiiva absorbed Zorah Magdaros's bioenergy and hence should scale to or above it (Low 6-B).
The Xeno'jiiva and Safi'jiiva sandbox, which accounts for this change, can be evaluated for approval.

Another intention of this post is to solidify Xeno'jiiva's scaling and let the following current or future pages/keys be approved by virtue of equivalence:
As an aside, that Savage Deviljho and Rajang have (sometimes unique) turf wars with these elders seems to be a "individual elder dragons or elder dragon-level monsters who appear post-Xeno are scaled up to it" kind of thing for gameplay purposes. It's likely that some individuals can become strong enough to get to that point, but for the sake of brevity it might be better to leave profiles as they are.

Which makes sense, given it's an elder dragon entirely focused around manipulating bioenergy and shoots beams of the stuff. So, we can get an AP for Xeno by calculating how many monsters it absorbed in the past."We've confirmed that the energy stored within its body may be fired as a weapon."

- Shara Ishvalda (yet to be made) for being considered too dangerous to confront by the Tracker, after the Sapphire Star defeated Velkhana and Namielle
- Ruiner Nergigante for stalemating Velkhana in a turf war (it's not shown in this video, but both take damage from the turf war)
- Scorned Magnamalo (yet to be posted) for having a unique turf war with Velkhana (not confirmed until the update comes out on 2/7/2023)
