Yeah no matter how I see this, it's a stomp. Saber doesn't have a High 7-A Durability on anyone of her variations and her High 7-A comes AP comes only from Excalibur. Meaning the only way to even compare evenly is for her to spam Excalibur which is not happening and one shot from Luffy splatters her brains on the wall.

I have some things to discuss regarding the Servant Parameter Rules but I'm away from home right now so can't do my research right.

If there will be changes to a Servant because of Parameter Rules, every Servant will be affected.

Gear 4 Luffy should be enough to defeat Saber as she doesn't have the durability to tank it.

I think Saber takes this, with high difficulty. I mean, in canon, Saber has kept up with enemies like Berserker, whose AP is well above her durability. With speed equalized, Saber should be able to keep up with Luffy and, in the end, win. So my vote goes to Saber.
