Pidgey can fly so Luffy won't be able to hit him all too often meanwhile Pidgey doesn't have much means to damage Luffy from what i can tell from his page.

Pidgey can also heal himself and stat drop Luffy. Also considering his small size, he's gonna be pretty hard to be hit out of the air. So I think he takes the majority.
