I'm not exactly sure if Monika gets mindfucked by by Cthulhu before she plots her way to victory.

But I think Cthulhu's mindhax takes a week to activate or smth so Monika could just, flick it with her fingers, or plot manip to victory before the mindhax comes in.

Actually that particular speed issue is just with his general influence. It was said to gaze upon him was to immediately go mad. So no problem there, although as to the degree to which Monika would be affected by it is another story.
