Am I missing something here? If these characters are comporable to a High 8-C then why aren't they High 8-C?

Also, I noticed this on Reptile's profile

Johnny Cage and Sub-Zero are High 8-C to 7-B and Baraka is High 8-C. So the 9-A should be removed
