Either stalemate or stomp. GER does not act out of confrontation so it won't get stopped by Nothing, but it is also automatic so even if he negates her will power her Nothing will still remain functional. This is a strange match

Enough for what? Unless you want to argue that alone is incapacitation, Nothing activates from her opponent's actions, not her own (technically), so getting rid of her will power won't let Gio actually harm her.

Giorno can keep removing her will to fight indefinitely. The profile also states that she needs to activate her ability so there's that too.

Where does it state that she needs to activate it? She does intentionally turn it off when she is convinced she does not need it, but other than that none of the styles function in a way that must be "turned on"

I mean, if she doesn't fight and go away or stay, whatever. If mindhaxing non-lethally is a valid incap method, this should be too.

Speed isn't equalised, and even if it was, she would need to finish the phrase "Be Quiet" (or the Japanese equivalent, you get the idea) for her target to drop dead. GER's will power manip needs no such catalyst

May need a mod or admin to come justify the length of time for will power to be considered incap. If not this match will just be set for inconclusive.

I'm not sure what you mean, but GER will automatically negate Mogura's will power if she does anything against him. I'm not sure how she would go about decieving him with her power regardless

Victory Conditions: Killing the opponent, removing the opponent from the battlefield for at least one week (BFR), knocking the opponent out for at least one hour, or incapacitating the opponent by putting him in a state in which he can not harm the other fighter(s) for over a day, are to be assumed as victory conditions.

Don't really think so.

Putting someone in a state they functionally cannot do harm for, let's say, 4 hours, does not mean you have put them in a state where they cannot act for 24 hours just because you come back every few hours and renew it

Im mean he can keep Diavolo dying for all eternity,so im feel like his will manip must be same thing.

He doesn't keep control. The Death Loop is a contruct across the multiverse that comes as a natural consequence of being killed by GER and having your death undone. Hence why it truly is unknown if Giorno kept GER, because if it took GER to keep the death loop going, then he would obviously still need GER
