So, Bands of Mourning focuses on an artifact of the same name, which was The Lord Ruler's metalminds. That artifact in of itself has a bunch of feats and statements regarding it, and it's implied that LR (or [SPOILERS]) created tech and bestowed that information to the South Scadrians that are pretty much the magical equivilant of a nuke.

- Explained as a sort of self-soul hax. Full feurochemists such as Sazed and Lord Ruler can do this. Storing identity basically makes your soul a "blank slate", and allows you to use powers that are usually reserved for other people as a result, Investiture literally stores your ability to be a Feurochemist/Allomancer, allowing other people to gain powers by tapping into them, and Connection stores your soul's concept of origin, allowing one to 'trick' their soul that they are from one place instead of another (Allows them to bypass stuff like language barriers).
- Marasi uses an 'Allomantic Grenade' extensively, which pretty much stores the allomantic power she is using, and releases it later around the cube. In her case, this allows her to store a bubble of slowed time, which she can deploy against enemies, freezing them in place. Her best time-slow feat was in Alloy of Law, where she streched a fight that was a little under two minutes into nearly half a day. Wax and Wayne also use this, although not nearly as much.
- Wayne regenerates from a broken spine, although I think that's covered in High-Low/Low-Mid. Scales to other regular Bloodmakers.
- Wax has a stone ceiling of a castle fall on him, and doesn't immediately die (He does, however, later, although that's also due to him being shot through the neck). IDK if this would be enough to place him at 9-A, or if this is covered in 9-B, but that would scale to Wayne, Bleeder, and Miles.
- Melaan survives being crushed/stabbed by a generous number of traps, mostly due to regen, but her skeleton tanks stuff like being crushed by giant boulders and as well as being punched by a Brute, which are 9-B.
- The Bands of Mourning allow someone to tap into a portion of The Lord Ruler's abilities, allomancer or not. Wax and Marasi use it, and do some pretty insane stuff by tapping into its metalminds. It's made of all sixteen allomantic metals, although it isn't stated if it contains Atium, so Age Manip is a possibly. It's also a limited time buff and would need to refill via compounding.
- The Lord Ruler/SPOILERS (Who LR scales to anyways) helped the Southern Scadrians create tech that is capable of producing a bomb that would destroy a "large city" by early 20th century standards (think New York during that time). This is stated by Suit, who had previously tortured information on the bomb from the people who made it, as well as a team of historians and scientists analyzing their tech, so it has a decent amount of merit to it. It's also stated that Wax could survive a point-blank blast from it with the Bands. This scales obviously to base LR, and Wax/Marasi with the BoM. Considering the bands is constantly stated to "make someone a deity", it also makes a lot of sense.
- Possibly Resistance Negation with LR and Wax/Marasi with the bands. They had absolutly no trouble manipulating Hemalurgic spikes and metal embedded in flesh, which usually are highly resistant to pushes, pulls, and being sensed via Steel or Iron Allomancy.
- Marasi witnessed the vacuum left by the movements of her hand after moving them that fast, IDK if that surpasses Supersonic+ speeds. Although, she and Wax blitzed numerous Supersonic characters, as well as assumingly Supersonic+ Speed Feurochemists using the Bands. Also, the typical "the world froze around you" associated with high speeds, although nothing notable off of that.
