Easy enough, although tier 1 seems a bit low don't ya think? Yandere-chan has a Saitama mode, in which she uses no weapons, and as we all know, Saitama is limitless, tier 0 weaponless Yan-chan confirmed. Yandere-chan can't dismember peopke with her Saitama mode, so tier -1 high schooler's joints confirmed. However Yandere-chan can dismember people with her buzz saw, and does it nigh-instantly with her demonic form, tier -1 buzz saw and high -1 demons confirmed. Yandere-chan also has a sans form, which is superior to the Saitama form, demonic form, and buzz saw, because it has better range. Therefore tier high -1 Sans confirmed, and this is consistent, because according to this totally legit upgrade thread, Sans has consciousness over all of reality, existence, lack of existence, and locations, which totally makes him at least tier 0. Also since Sans is the weakest enemy in the game, tier high -1 Undertale verse confirmed. Namek's explosion was calced at like...really high end Large Planet level, which isn't even on par with Frieza's first form feat in Super. Trying to use a visual effect from the anime to justify it being MSS is ridiculous.

King Kai's statement is obvious hyperbole. I doubt anyone who can debate worth their salt would try to use that.
