As much as I'd like for Mirko to have this AP, I do have an issue with it. This chapter isn't officially released so apologies if this turns out to be bad translation, but it was stated that the High-End needed time to stabilize after leaving their containment. Doctor states it took Hood 10 hours to do so. I think it'd be logical to assume that they aren't full strenght until said stabilization.
