Mirage Mewtwo AP Upgrade

As it says in the title.

Now this might not matter much given it has the "likely higher" part on its page, but how come Mirage Mewtwo isnt at the very least Moon Level?

Within its being it has the combined power of multiple pokemon who are rated High 6-A. That would be:

 -Rayquaza -Groudon -Kyogre -Deoxys (3 Deoxys's actually to be specific ovo) -Jirachi -Original Mewtwo -Original Mew (?) -Movie Lucario

And some of the listed are casual High 6-A's themselves. Combining all of that power into one, that, and all other Pokemon pre Sinnoh should at least have a sense of 5-C power. So id like this to please be considered.

Unless those pokemon are 5-C or very close to being 5-C, combining their power doesn't mean much when the high 6-A gap is 6674x
