Minor Captain Marvel upgrade

She should be Up to City level (via upscale from her current level;Ms. Marvel key) and higher (Modern and Binary key) with photonic blasts

• She can adjust their potency to be low enough to only knockout normal humans -Captain Marvel Vol 9 28
• With photonic constructs, she was able to easily block blasts able to oneshot KO her - Captain Marvel Vol 7 4
• Was able to blast away an enemy who was overpowering her physically - Agents of Atlas Vol 1 5
