I've been rewatching Doctor Who and I noticed a thing in Season 2, Episode 5 (Rise of the Cybermen).

At 14:40, he charges a TARDIS power cell by breathing, mentioning it took off 10 years of his life. I think this should be applicable for minor Energy Manipulation.

Sorry for the delay, but it's been done now. There's something I also wanted to address: the 7-B rating for the Sonic Screwdriver should be removed. The doctor himself admitted that it's not meant to be a weapon, and its rating for killing a Dalek can be attributed to Technological Manipulation.
