There is nothing to quantify.
If he lost in a fight, that just means he couldn't win in hand to hand and their mind powers didn't come into play.
Unless you mean, in a mental fight. If so, the question doesn't really work as you already stated he was a weaker mind manipulator so he shouldn't be able to beat him through sheer skill because his mind powers are weaker.
