Metal Bat. He should be much better at fighting overall, and he gets stronger with each hit. I'm assuming that Sportacus' sports candy boosts are temporary, so Metal Bat's power is going to keep rising while Sportacus will eventually wear out.
Sportacus should be a few times stronger (38 megatons vs 14 megatons) but brute strength and flipping won't really overcome Metal Bat's sheer tenacity, willpower, and fighting spirit.

the 14 megatons feat was done by BoS genos. and genos did the feat effortlessly. metal bat is ridiculously stronger than BoS genos.

Yes, that's true, but we don't know to what extent that is. We can't just assume that it's a ridiculous amount, so we lowball it at 14 megatons.
Still, Metal Bat should be more versatile and skilled, and his stats will increase as the fight goes on.

metal bat for sure. he has much better durability and much better attack potency. not to mention that he can just keep getting stronger and stronger. and sportacus has no way to get through metal bats savage tornado. metal bat would rip him to shreds

Metal Bat is on par with people who can beat people who can beat people who can beat people who one shot the guy with the City level feat.
(Metal Bat has both feats and statements of fighting on par with Dragon levels, who should naturally be stronger than or at least comparable to Demon level Beast King, who's stronger than Armored Gorilla, who's stronger than Mosquito Girl, who demolished large chunks of BoS Genos's body in a single hit and was basically toying with him.)
I'm pretty sure it's fair to say the 2.7x gap between him and Sportacus is somewhat lessened. On top of the fact that he can gradually get even stronger as his will goes up in this form.
Even discarding that, I think Metal Bat's much greater range, extremely high willpower, evolution and far higher experience fighting against actually competent people will help make up for the slight disadvantage in strength.
