As the title implies, Mega Man X should have BFR. Why you may ask? Down below is why:

From the Mega Man X Super Compilation

Bughole

(Draw) Gravity Beetbood

(Weak) Explose Horneck

It creates a small black hole that causes enemies and their projectiles to be sucked into subspace (a space that is dimensionally different from this world).

By shooting at the target, it will cause gravity to go in reverse!
Gravity Well BFRs. So... this is just X exchanging one of his black holes for BFR, pretty much. Oh, and resistance to BFR too given he is not BFRd by Gravity Beetle's Gravity Wells whenever he throws them at X (X just copies his abilities normally, so Gravity Beetle's Gravity Wells should BFR as well). He resist Gravity Manipulation in any case anyway.

Also, the Mega Man X Super Compilation by Kodansha (which is where this info comes from) is recognized by Capcom. Therefore, using info from this guidebook should be fair play.
