Ok, so i'm about midway through the King's manga, Sekai Oni, so I haven't acctually seen King yet.

First things first, World Devil's(what King is) are like Shinigami in that they can only be seen by people with a certain medical conditio. I'm pretty sure Medaka dosen't have it. They can interact with the world physically though, so Medaka caould punch it. The other thing Medaka has to contend with is acctually killing a World Devil results in a kinda backlash that intsantly kills the offender. I'm not sure how that would interact with All Fiction or Bookmaker though.

therefore, I voted Medaka. Its just a matter of time before he becomes threatening enough for her to use All Fiction to erase him. She could also just time stop blitz to Book Maker combo. She likely already sees him as enough of a threat already. Also, she can just copy his powers once she figures them out

As for his invisibility, Unknown Hero can to some extend "fight" it, it's just a matter of "does she know she will be fighting him or not"? Also how does his soul hax work? Like what can he do to a soul?
