Heimdall's sight extends across all the Nine Realms, including Nilfheim, which was only shown to be exited and accessed through dimensional rifts, I don't know if that would grant Heimdall Interdimensional range with his senses, if so it would also grant Dimensional Travel to Hela

Shouldn't Heimdall (and by extension Odin since he can access the Bifrost too) have a 6-A AP rating like Thor?

I don't think so, the energy that powers the Bifrost comes from the center of Asgard, while Odin and Heimdall can only summon it with dark magic

No, the Observatory channels the energy that powers the Bifrost, which is conducted by the Rainbow Bridge from the center of Asgard. While Heimdall and Odin can only summon the Bifrost through dark magic without using that energy drew from the center of Asgard, which is what has the potency to destroy planets. But has @Marvel_Champion_07 already said this isn't the point of the CRT

Right I understand now so when they use dark magic to summon the Bifrost they don't draw any of the destructive power that it has when summoned normally. Sorry about derailing then and I agree with everything.
