Maxwell Summons

If we take into account his summons, like we do on his page, why is he only High 2-A? This page says he can summon Mister Terrific, The Thought Robot, Mandrakk the Dark Monitor, Dream of the Endless, Father Time (Vertigo), Captain Atom, and Hal Spectre (the same one that absorbed the Source). Why do we only have him at High 2-A with summons instead of High 1-B/1-A?

Because it isn't a canon crossover so the power levels aren't assumed to be the same.

Mxy isn't High 2-A because he is Mxy, but because he is 5-D in Unmasked
