As far as I know, these two are pretty much tied in strength, with Bob holding a possible advantage there. Speed is hard to determine given the tiering used in Bob's page, so I can't really judge it.
In terms of abilities and range, Max has a big advantage, given his bigger arsenal and the obvious factor of his extendable arms.
Overall, I'm inclined to give this to Max, but Bob would put up quite the fight, given his decent durability.
