So what does the Player scale to? Chief seems to physically be capable of dishing out 57600 joules.

Going with Chief here. Higher AP even if the Player's feat is casual, far greater fighting experience and tactical prowess what with having fought many battles across many worlds against the Covenant, plus he's likely been taught how to to deal with and disarm most other fighting styles as part of his training (don't quote me on that, going just off on my own here, but it seems likely).
