Although this Blizzard is supposedly the Donnie Gill version according to wikipedia, i don't remember his name ever appearing in the series tho

Was Donnie Gill Blizzard in the comics at the time? That would probably mean this one's Donnie Gill aswell since the cartoon was taking heavily from the comics

Appears to be the case. Randall Macklin also existed but the costume isn't the same. The original Blizzard was also long dead by that point.

Donald Gill appears to be the most prominent of the modern Blizzards, the OG Gregor Shapanka was mostly under the alias "Jack Frost" it seems.

The animation of Bruce turning into Hulk there is well done at least... A shame his hair color or general appearance isn't really consistent with how it looks in Hulk TAS

He destroyed an island in the episode where he takes over a station iirc, I calced the explosion resulting from it here which is indeed Island level (Also don't evaluate the blog it has 16 different calcs)
But Iron Man was getting absolutely wrecked by LL so he doesn't scale

Their powers are natural? That's pretty similar to the original Blizzard who did gain those powers naturally. Whirlwind's always had them naturally so that isn't too odd.
