Actually, we don't have to lose the top 1 strongest 2-A spot. We just need more character profiles to occupy it. Anos, graham, eques, sasha definitely lose it while arcana stays.
Why? Because I don't think all orders should scale to the bubbles full cosmology, just chief god, creation and destruction gods, HFG god, arcana's order in pre silver sea arc should scale.
Arcana without her order in pre silver sea will still be 2-A.

Order is make up reality in bubble, if you lose 1 order then 1 reality is gone. What makes you think if order of fire has gone then fire will still exist in that bubble?

Silver bubbles ≠ bubble world. So technically everyone gets upgraded to low 1C once cosmology is upgraded
