Magic Gods Regen Upgrade?

I was reading To Aru again, and I found this(It's also in the wiki)... Othinus stated that her Regenerationn just needs her Will to happen, even if her body is destroyed.

If the quote you're talking about is the one I think you're talking about, Othinus was commenting on how weird is that she recovered from her body crumbling into particles of light and 99% of those being destroyed. That would be High level regen, as there's no proof of her or other Magic Gods being able to do the same with a 100% destroyed body.
